Southwest Arkansas Development Alliance, Ecostrat and the BDO Zone Initiative announce an 'AA' rating for Southwest Arkansas, backed by 1,026,000 bone dry tons per year of low-risk woody biomass.
Issue 3 is a proposed constitutional amendment on the November 3 ballot. If approved, it would allow the legislature to authorize economic development districts within cities, counties, or multi-jurisdiction areas.
Districts could issue bonds, make loans and grants, and offer tax incentives to support development projects.
The amendment does not create districts. The legislature would write the rules in future sessions.
If approved by a majority of voters, it takes effect January 1, 2027.
